Like everything that occurs within the federal government, there is a regulation covering it. I once saw a government instruction describing how to make chocolate chip cookies and it was twelve pages. The Federal Code of Regulations (CFR) gives helpful guidance on everything. One of the things it specifies is "design basis threats" or what a federal facility SHALL be able to successfully defend against. One of the threats is a lone, armed insider. The scenario you heard was a practice for that kind of situation that they must demonstrate that they can defeat. They must be due for their annual secuity inspection soon.
