I seem to recall around that time there was a man-portable device, acronymed WET SNOW {since seen in open sources} that had a range of 20 miles or better, depending on altitude. It's just a shot, but possibly something being tested to "home in" on reference to taking specific pictures? That would reduce the necessity for a fixed station, either then, or now. Just a thought, nothing more.. R* A fast search of FAS didn't find any reference to it at present..
