SFC/150 = Surface to 15,000 feet (MSL, mean sea level.)

LAS 300039 = 39 nautical miles from the LAS VOR (in the center of McCarran Field) on the 300 degree radial. The 5 NM radius from that point covers Indian Springs.

Numbers on the end are the dates and times again. All dates and times are UTC.

I've never seen PJE, only PAJA for Parachute Jump Activity. But that was for civilian stuff. Also pays to read the FAR/AIM. :-)
