I drove by Nellis a few days ago, and the open area to the north of the runways appears to be accessible. I saw no "Keep out" signs or new fences.

As far as seeing "real action", Gary gave good advice. Coyote Summit is a great spot to see the pack pass overhead on the way into the ranges, and the area around Cedar Road and to the north is excellent for seeing "furballs" and flares.
