I have taken photos at Nellis post 9/11 from the side of LVB and nobody bothered me. Others have gone under the flight line on the dirt road and have had no problems. I haven't seen any posts regarding heading far down the dirt road at the border, which is what you have to do to take morning photographs. My advice is to have a good breakfast instead of doing the morning shots. The planes return around noon. I think the second wave is around 4PM.

I'm curious how you know there is a red flag in October.
