the thing about the fallout is that the lighter than air particles will have blown away long ago. I believe there are records indicating noticeable effects from wind blown fallout at distances form the test site when these blasts were being conducted above ground; the heavier than air particles will bind to things like dirt in the top few feet below grade. They have removed topsoil adjacent to the base, but primarily, so long as the contaminated top soil, debris ,etc isn't disturbed, it won't pose as much a risk
