I might have missed it, but i didn't see this mentioned in the previous thread about changes at Groom seen on updated Google Earth imagery:

Looks like the apron for the F-16s west of the red hat hangars is undergoing construction - perhaps just new shelters? Materials staged at each slot, and some heavy equipment parked nearby, and the jets have been relocated to the northeast of the red hat hangars adjacent to the helipads
