Question about NGAD

Hello.
In the Air Force Magazine article of May 22, 2023, Kendall mentions a program called AII (Aerospace Innovation Initiative), on which he has been working.

So my question is: Was everything we heard about the real NGAD aircraft before, only demonstrators that verify the technology of the AII program to design the basis of the NGAD?

If this is the case, I wonder why Kendall talked about an NGAD fighter that was operational by 2021, which is probably not true now.
