Thanks, Joerg, for your always informative reply. Actually, I made a mistake in stating that Bill Percival was Nellis Air Force Base commander. But actually, according to Peter Merlin, he was at that time Nellis Air Force Range commander. However, I do not know which position is higher, the Base commander or the Range commander.
