If I remember correctly, CRAF operations require an "official" public action/activation that is documented "on the record" for its use of the civilian aircraft to support DOD and other USG support functions. The civilian operations supporting these type of TTR operations flown by OAI and others are likely individual contracts with the USG that do not have to be publicly announced or approved "on the record" for obvious security reasons. Just a thought...
