Just go out North Las Vegas Blvd. until you get to the north side of the Base (before you get to racetrack). Make a turn onto the dirt roads and just find a place. When I was there in April 2001 there wasn't a time when there wasn't somebody there watching. This included the middle of the night. This location will put you in position to mostly see planes landing. Those taking off that come over are usually "hot" ... loaded with weapons. I'm not sure where the best spot is on the south side of the base to see them take off. Still though, to watch B52s take off going south from the north end is an awesome sight.
