When an RFP is released, potential bidders are given the evaluation factors that will be used in the source selection process. The bidders are not compared to one another, they are evaluated against the factors identified in the RDP. Conversely, those in a source selection are not permitted to consider any formation/data not submitted in a bidder's proposal. No contractor is going to submit a proposal saying although they are bidding on program A, they are more interested in program B.
