With respect to the first question, yes. On the second question, active flow control (AFC) works on the B-2 in that it allows the B-2 to be as smooth and sleek as possible for it to safely flying in dangerous areas where radar scans the sky for sharp edges. Indeed, when the B-2 had its first baptism of fire in the skies over Serbia and Kosovo when it attacked Serbian air defenses as part of Operation Allied Force in early 1999, it got through those targets on its own because its absence of sharp edges made it difficult from Serbian radar screens to spot it at high altitudes.
