the structure is a portable, inflatable shelter with a roll-up opaque fly like a tent. they're becoming more and more common. My theory is thus: in the months leading up to the spotting, there was story after story insisting that the US was way way behind in the tech race, and Russia and China were publicly announcing new craft and systems hand over fist (whether or not they were/are operational is debatable). this craft sat out there for at least 3 days, ensuring it was spotted by satellite. I believe this was an intentional "F-You" to critics to show that we were still very much in the game.
