The only thing that I can think of to keep them in the air for 2 hours, aside from an engine of some sort, is a balloon. That would of course be very sensitive to wind, and a formation would not last very long.
Are we talking about the Phoenix Lights? From the video I was under the impression that they only lasted a few minutes at a time. Also, the way they popped up in sequence in a slight arc looked just like what I have seen dozens of times over the ranges.
However, if they lasted for considerably more than five minutes, they were no conventional flares. It would be nice to have an eye-witness to ask...
