I would need much more specific information to comment on the burst data. Basically, these counters take a number of readings and check to see if the signal is steady, i.e. the readings are close to each other. If close enough, it will diplay the average frequency.

Spread spectrum (especially direct sequence) is what you would use to fool a counter. The military prefers frequency hopping over direct sequence because hopping is much harder to jam.
