I think that is the most logical guess. There have been extensive training missions out of all the Florida airbases over the Gulf of Mexico(GOM) the last few weeks and even today. There are multiple private aggressor squadrons of Hunter Hawk-eyes, ATC F16s, and even Mirage F1s flying out of both NAS Keywest and Eglin. There are a Lot of support assets up in this AO on a daily basis as well. Right now there is a major P-8A exercise going on off the coast of Cape Canaveral. They sweep the area regularly, but have never seen so many in one place.
