Most Edwards frequencies have a mirror freq. in the mil. air band. The tower talks on both, but a civilian flight will only answer on the civilian air band freq. So, if the scanner is tuned to the mil. freq. you will only hear the tower, but not the plane. Same goes vice versa for mil. flights if you monitor the civilian air band.
