If the documentary Mirage Men is to be believed, the OSI, through its counterintelligence arm, used the UFO community, i.e. civilians, to protect black technology developed and tested at Groom throughout the Cold War. They literally created aspects of the UFO movement to shield tech and to spread disinformation.
