Wasn't it in Red Eagles where they talked about Fire Service being pretty much the only people who were read in on both the F-117 and the MIGs? Granted that was TTR, not Groom, but I'd be surprised if the fire and rescue crews weren't at least cursorily familiar with the manned airframes in case of need for rescue.
