Issuing an RFI is nothing more than a market research effort on the part of the USG. It's not a commitment to procure any product and/or service, and information submitted in response to an RFI isn't binding. One of the DAU professors described the RFI process as "the government thinking out loud." Releasing an RFI does not mean an RFP will released or a contract extended.

RFIs are sometimes used as a "shot across the bow" against intransigent contractors who have gotten to the point of taking their work for the government for granted.
