Excellent question. Northrop has a large facility adjacent to Melbourne Orlando International Airport. That is where N99NG is based. According to news articles going as far back as 2016 the B-21 is being developed, at least in part, at that facility. See attached link.

There is also a connection of the B-21 to Exploration Park, part of Kennedy Space Center, about 20 miles north of that airport:
