I'd say you are close to "spot on". It is not unusual at all for airlines to perform scheduled maintenance on secure government platforms that are of the same type as civilian airliners. Anything very sensitive can be removed or disabled before the "phase check" or other heavy maintenance. I would guess that these craft operate part 91 since they are government owned which waives some mandated airworthiness standards for heavies, but phase maintenance requires NDI inspection and other intrusive technical inspection that would be hard to do by importing folks and equipment to such a secure location. Airlines have contracted with the government for such maintenance for many years. One Team One Mission!!
