I've thought about this a bit and wonder if the fact that the fire retardent is dumped so quickly and often that there is metal fatigue. In A2A refueling, the transfer takes some time. Perhaps the sudden dump causes greater flex in the wings than simple refueling.

The fire fighters buy these c130's from the DOD, so they already have seen a few cycles.
