The base at Groom Lake does conduct secret projects but, of course, is not totally secret.

Some transparency to our friends and enemies is necessary for "security". Both Russia and the United States withdrew from the Open Skies Treaty within the past two years. ("The idea of allowing countries to openly surveil each other is thought to prevent misunderstandings (e.g., to assure a potential opponent that one's country is not about to go to war) and limit the escalation of tensions."

Too much secrecy can result in an enemy deciding an attack is eminent and therefore a preemptive strike is needed as a defense before forces can assemble or some doomsday weapon developed.

It is in the best interests of the US to stay just one step ahead.
