I don't think so. A few years back the military proposed withdrawing more land but backed off.
Based on the photos on this site Freedom Ridge and White Sides offered much more detailed views than Tikaboo. Besides, any really secret work is occurring in the hangars and not exposed to view from Tikaboo or elsewhere, and test flights take place at night.
