The Harrier has fascinated me as well. In 1990 the RAF would have probably still have been flying primarily GR.3s. Although they had a rudimentary air-to-air capability, it was probably the least capable fast jet in RAF service for an interception/engagement of a potential aerial target. There was also a squadron of Tornadoes based not too far away. The witnesses who took the photo claimed the object not only flew slowly, but also It also left me scratching my head as to why the Harrier shown was not identified. Had the RAF wanted to track down the specific a/c shown, with date/time/location known, they certainly could have through maintenance and operations records. There weren't that many of them (around 100) and only a portion were based in the UK at any one time. The RAF/MoD not identifying the aircraft and pilot (at least publicly) tells me it was part of a mission they didn't want to acknowledge.
