It does explain the difference in image processing between taxiways. The math that is applied to the various datasets to process them is primarily looking for water in plant matter and dirt. That section could be wet because it's a different surface material than the surrounding surfaces or it even could be a redone surface. Concrete can take up to a month to fully dry out after a fresh pour.
