Great detective work! The object is also visible in some of the older panoramas. In the attached Nov 2020 panorama the end of it facing east is clearly round. I believe you are correct that it is a large tank, but I think it is a water tank. This is based on the design and where it is sitting. Possibly a left-over from constructing the pads.

The tank disappears from the pads in the saddle between 12/1/2006 and 7/12/2009. However, it does not appear in the new location south of the shops until some time between 8/22/2011 and 2/24/2013. Where was it in between?

The small white object just south of the water tank is a propane tank. It was likely fueling a generator on the smaller pad inside the circle. The structures south of the smaller pads and by each one of the square pads are likely large electrical junction boxes to get power from the generator to the pads. The wires are buried. You can actually see very faint evidence of trenching between the small rectangle and the boxes by each of the squares. So we can assume the pads were made for something running on power, not fuel.

The site was developed between 6/6/2002 and 12/1/2006. So we can assume the project it was used for took place during that time. It would be great to find satellite images of that area during that time frame.
