I have long looked at that site as well, and when Ty mentioned possible SAM test site, it does seem very possible.

The pads are about 100x100', same as at least some of the pads for the radar systems at the North Gate. It certainly wouldn't be testing the effectiveness of the SAM itself, as that's the Army's purview. Building it in such a canyon makes me wonder if it was for testing an airborne system to detect sites through thermal, optical, or electromagnetic means, with the terrain providing a more complex analysis environment.

Another thought was testing vulnerabilities of the radar within terrain, but that's really defined (old) physics of how EM waves travel.
