It would make sense if the system was still in a test phase which usually requires a larger and less mobile setup. After all, Groom is a development facility, and there are good indications that planes are not all they are developing.
I wonder if the radar has anything to do with the searchlight beacon that can sometimes be seen at the north end of the base.
