I'm no expert but visual is just one part of the spectrum used by satellites. Synthetic Aperture Radar and other sensors can see through clouds with or without ambient light. I don't know what the powers that be do to protect against such sensors, but they have been at the leading edge of this technology from its inception so they either know how to get around it or take very calculated risks of exposure.
