There are no new roads (for recovery) to that location and the spot is already black in earlier photos. I believe it to be natural.

There is a new road and disturbed ground to a location at 37° 14.957'N / 115° 41.996'W. The road was created between 7/2016 and 8/2019. I believe that is one of the crash sites, probably the SU-27.
