Nice catch on the added tank. Historic GE images show the two tanks since at least 2002. A round tank south of them was removed some time between 2/2013 and 11/2015. It appears to have separate plumbing. Perhaps it contained fuel for the "foreign" aircraft that were based at the north ramp. We can assume the two tanks contain JP-8 commonly used by jet turbine engines such as in the F-16 or the Blackhawks, other residents of the north ramp. So, the new tank may indeed indicate a new type of aircraft living there now with a requirement for a different fuel mix.
