Having the guard shack, within the perimeter cuts out outsider interaction, security can remain focused on security and preserves the anonymity of the security workers. An elegant solution if you will. On my way to death valley last year I stopped by the mecury gate to see it, the line of demarcation with the border is clearly marked, and some ways away from the security checkpoint. The Rachel back gate seems to be the exception. I'm guessing due to it being originally a minor gate, topography of the area, or land border detail, or some combination.
