I did not see VOODOO1 when they were in the NTTR yesterday. But the 298xxx code is likely the same aircraft with one of its transponders configured for TIS-B. 298xxx is in the code range reserved for TIS-B. That service randomly assigns code in its assigned range to aircraft for tracking.

You can often see aircraft with a 298xxx code taking off from Nellis and then "disappearing" from tracking. They use TIS-B instead of the aircraft's assigned ICAO hex code while in public air space and turn the transponder off when they enter the NTTR airspace. That gives the aircraft a certain "anonymity" because the codes are assigned at random. And it still sort of satisfies the FAA requirement for an aircraft to broadcast its code while in public air space.
