Agreed, they have an huge restricted airspace to play in. However, if they HAD something that COULD do, lets say Mach 8, it would probably require considerably more airspace for tests. There are frequently travelled commercial air routes all around the ranges. Even a UAV that goes out of control during a test over the ranges could do quite a bit of damage to an airliner. Not to mention side-effects from testing new radar and stealth equipment.
