I am not sure if what you are seeing is a fence. It looks more like some Joshuas un that lower ridge.

Not surprising that the USAF does not like the transports coming through Groom. Besides the obvious concerns the transports would mean more unrelated personnel travelling through, a higher security risk and increased attention in the public.
