With the originally planned 200ft. tower the signal may have spilled over into Railroad and Tikaboo Valleys. But with the 100ft. tower I doubt that will happen. Maybe is some isolated spots.

If they do the same as they did along US-93 when they added AT&T service the Verizon site will remain as it is. So there won't be any gain from the new tower for Verizon customers. Only the AT&T site will be mounted on the new, taller, tower.

Putting the site in the valley was the easiest and cheapest. Power and a fiber optic data line are right there at the phone building.
