Because that is what is able to be done in the here and now. Without getting too in-depth, there are photos online of modern day F-117 covered with panels that were called 'aggressor' markings. They were and are not, they are active anti-IRST panels. I stress the word 'active'.

Howl old is this research? Older than Senior Spud. Much older. They were just deemed 'jewels too precious to wear', and stashed away. Now though? an active skin that can disrupt an airframes IR signature is sorely needed as low observables (in the radar spectrum) are no longer enough for those whom have a risk of going into the merge.
