A C-17 with a relatively light fuel load should be able to lift the weight of 800 people without too much difficulty. They'd be shoehorned in and unrestrained, but that's probably doable. Remember, the Israelis flew 1100 Ethiopian Jews out of Ethiopia on a 747 stripped of seats in the early 90s. Guinness still recognizes that as the most number of people ever carried in an aircraft.
