It is a tanker in AR-625H. They are refueling the Red team, or the "bad guys" for the daytime WSINT sortie.

The track is pretty common. Aircraft in that area below FL300 just never used to show up on tracking web sites due to lack of coverage. With my ADS-B receiver here in Rachel feeding ADSBExchange, Flightaware and Flightradar24 a lot of the lower stuff in that area started showing up.
