Indeed. The worst of this are a service / services unable to stick to what they are tasking to be built and instead, throw extra after extra additions to it and then wonder why it failed.

The RCO way is the best way - You have a need, solve that need, build it, success. A lot of soul searching needs to be done across the DoD estate. Would save us untold billions over a decade.

That and stop the culture of being too scared to fail in development / testing.
