I worked two joint programs with the Navy, ATA and JSF. Their engineering guys were first rate, but both their requirements and program management people were frustrating as Hell. Working with them was like trying to hit a moving target. It seemed every meeting generated a new/modified requirement, even after contract award. The Navy didn't appear to understand "out of scope." Equally puzzling was their concept of anything resembling a master schedule or recognizing a critical path. One of our guys said of the Navy, "I've heard of putting the cart before the horse, but they've got the horse facing the wrong direction as well."
