Yes, at night it is common to turn the runway and taxi lights on only when needed. As soon as the aircraft is airborne they are turned off again. Looks pretty spectacular from Tikaboo, where you can see the lights on the ground. It was either that or the floodlights at the Janet terminal. The difference in light is very noticeable from the Powerlines Overlook when they turn off the flood lights after the last Janet for the night leaves.
