I saw that last night. "HOOVR41" the RC-135W is part of the Red Flag exercise. They were operating as part of the exercise in the Caliente and Elgin MOA.

The RC-26B showed orbiting at 7,000ft right in the approach path of McCarran. I think that is highly unlikely. I believe they are part of the exercise too and were spoofing their GPS track. I have seen this before where aircraft that I knew were in the ranges were jumping all over the place in Vegas on ADS-B tracking.
