Your conclusion is a bit hard on the government. There was no intent to kill these workers. But you are correct that they will never find out what killed them due to national security. Now that is nasty.

Intent is always key in legal cases. It determines the difference between manslaughter and murder.

University computer systems are useful for things like Lexis/Nexis. I use Stanford's system to do these kinds of searchs, plus things like Inspec. You can email the results, and they don't check to see that the email address is on campus.

Stanford also has a "government" library that has many DOD documents. The most bizare thing I ever found there were Army mess hall recipes. As if anyone would like to cook military food!
