What it could easily be is an anonymous 978UAT. UATs have a function where they will broadcast a callsign of “VFR” or “1200” or something similar and a randomized mode S hex to prevent tracking, but if you’re using this function you cannot use most ATC services. The PIA program is similar except the FAA assigns an alternative mode S hex that is not released in a public database. But I don’t know, I haven’t see the data from this flight.
