Acquisition policy and weapon system development processes within the DoD ebb and flow. I don't want to get into partisan politics, but some administrations micromanage programs to death while others are more adventuresome.
I lived/worked through both types over my career. You'd be surprised how much can be accomplished when politicians check their egos at the door and allow professionals to do their jobs.
