Note the difference in terminology between the author of the article and the DoD official. What was built and flown is a "full scale flight demonstrator," not a prototype. Similarly, the X-35 was not the F-35 prototype.

There was a term we used back in 80s in the black world to describe how we fast tracked acquisitions, but I can't remember what it was. As my boss told me when I was read in, we tended to use the DoD 5000 series acq regs as "suggestions." "We'll meet the intent," he said with a smirk.
